A moratorium on the deployment of 5G technology in Bermuda has been lifted by the Regulatory Authority.

It paves the way for telecom companies with the appropriate licence to roll-out Fifth Generation wireless technology, which allows for faster data speeds than 4G networks used on the island today.

However, 5G technology has attracted debate, with concerns being raised about alleged health impacts from its use of higher frequency microwaves than previous mobile networks.

The RA last year put a moratorium on the deployment of the technology and launched a public consultation.

It has now conducted what it said was an “extensive review process”, which included a report from an independent advisory panel.

In the report, the panel concluded that radiation safety science did not support the view that 5G will be harmful to people, or to flora or fauna. The panel recommended the lifting of the moratorium on 5G roll-out.

The safety standards, in respect of human exposure to radio frequency electromagnetic fields, are those published by the Institute of Electrical and Electronic Engineers, or the International Commission on Non-Ionizing Radiation Protection.

04/21/2021

Bern (awp / sda) – The constitutional chamber in Geneva has repealed the cantonal law with an increased moratorium on the expansion of the 5G mobile network. The court found the law to be contrary to higher law. The Grand Council passed the law in 2020.

The three mobile phone providers Swisscom, Sunrise and UPC thus won the legal dispute, as “Le Temps” reported on Wednesday. The judgment is available to the Keystone-SDA news agency. The canton parliament wanted to prevent the expansion of the mobile network for three years by changing the building legislation.

The law made a building permit mandatory for all changes to cell phone systems. This adjustment tightened the canton’s 5G moratorium passed in 2019, which bans new antennas.

In the judgment passed on April 15, the Chamber justified its decision as regards to violations of federal law. With the law on the protection of the population against harmful radiation, the federal government is responsible for setting limit values. In addition, the building law prevents providers from fulfilling their supply mandate laid down by federal law.

Three amendments proposing to have a “moratorium” on 5G deployment in France – first spotted by news websites Numerama and Next INpact – were tabled before the French National Assembly during its committee’s examination of the bill to combat climate change. EURACTIV France reports.

The frequencies dedicated to 5G networks should be “provisionally suspended” until “the results of the 5G evaluation on health and climate” are presented to parliament, according to the proposed amendments 587 and 746.

Ecology Generation MP Delphine Batho, as well as Ecology Democracy Solidarity MPs Cédric Villani and Matthieu Orphelin, were among the MPs who signed the proposals for amendments.

The group of MPs tabling the amendments reiterated the PT12.1 proposal of the Citizen’s Climate Convention – a panel representing French citizens on climate issues – and drew inspiration from recommendations made by the country’s High Climate Council in its “Controlling the carbon impact of 5G” report.

Amendment 4539, goes further and proposes to decree a “moratorium on the deployment of the 5G network on French territory” which could only be lifted if approved by the “French population, resulting from a national consultation conducted throughout France for at least one year”.

Excerpt

It seems unlikely that these amendments will ultimately be voted on due to the lack of support from President Emmanuel Macron’s La République en Marche, which boasts a 269-member majority in parliament. However, the special commission in charge of the bill is expected to have prepared the text by 19 March.

Abstract

The fifth generation (5G) for wireless communication is about to be deployed worldwide in spite of no thorough studies being made on the potential risks to human health and the environment. The implementation seems to be driven mainly by business interests, not considering mounting public anxiety on the associated risks. In Estonia, an appeal on a moratorium was signed by 1,122 subjects, forcing a hearing in the Social Affairs Commission and the Environment Commission of Estonian Parliament on June 4, 2019. The hearing lasted for 1 h and 40 min. The whole hearing may be found on the web. It clearly demonstrated that decision‑making bodies base their decisions and act on expert statements that tend to be biased and formed by a cartel of members instead of their own science‑based evaluation. Thus, the hearing revealed a lack of knowledge among the Commission members on the risks involved with the use of 5G wireless communication that is exemplified herein. This may create negative consequences for human health and the environment in the future.

(Brussels / 03.10.2019) While the European Commission is preparing to publish a 5G risk assessment on cybersecurity, MEPs Philippe Lamberts, Klaus Buchner and Michèle Rivasi (Green Group / EFA) condemn the blatant lack of biological and environmental studies on 5G radiation and promptly request a study on the effects of 5G on health, even before the massive use of this technology. Without studies, the application of the precautionary principle to 5G is justified.

There are currently no studies on the biological effects of true 5G radiation. The scientific literature of recent decades on the biological effects of electromagnetic fields indicates several deleterious effects, including the nervous system, oxidative stress, hormonal imbalances, and excessive calcium signals in cells. For each of these effects alone there are 12 to 35 review articles on the scientific research results.

5G has a number of peculiarities compared to previous wireless standards: a frightening increase in the number of antennas required, the very high powers announced to ensure the penetration of short-wave radiation into buildings, the high absorption of electromagnetic waves from 5G on the surface of organisms insects, birds and trees and the exceptionally high pulses of 5G signals, which are biologically even more active than those of previous generations of mobile radio. These are all factors that raise the suspicion of similar or more serious harmful effects of 5G radiation on wildlife, plants and humans than the previous radio radiation. That’s why we need biological impact assessments as soon as possible to address serious health concerns.

Quote from French MEP Michele Rivasi (EELV): “The unbridled development of 5G will be accompanied by an increase in environmental radiation power, and who will benefit from this new wave of electromagnetic waves that they impose on us. With what health risks? The more people are exposed to radiation, the more people get sick from the effects of electromagnetic radiation, we do not want to endure pollution and become guinea pigs of industrialists, the right to live in an environment without radio waves ‘must be recognized and the precautionary principle applied!”

Prof. Klaus Buchner, German Democrat of the Ecological Democratic Party (ÖDP): “5G technology raises public health issues, but it also allows for full monitoring in the form of tracking applications, such as in your refrigerator. tracking what you eat, or through facial recognition via cameras in your TV, such applications are designed to collect valuable information for individualized advertising that may be misused for other purposes as well Helping us to be influenced can be much greater, so that, for example, an election bias as done by Cambridge Analytica can be perfected. ”

Philippe Lamberts, Belgian Member of the Ecolo Party, Co-Chair of the Greens / EFA Group: “I am neither a blind technology fan nor a skeptic, as an engineer I know that technology can be as useful as it is dangerous. The enthusiasm for 5G is based on industry arguments, but without real social benefits, so it is imperative to wait and take the time to find out at the end of the day what 5G really can do for us, the European citizens. ”

MORATORIA RATE IN EUROPE

In the framework of the workshop “5G, Health Risks and Precautionary Principle“, which took place in the European Parliament on 1 October, politicians, scientists and citizens from France, Germany, Belgium, Luxembourg and Switzerland requested that studies are conducted on the effects of 5G radiation on life, health and the environment. Without this prior assessment, the precautionary principle must be applied and a moratorium must be decided on the use of 5G, as, for example, in three Swiss cantons and by many municipalities in Belgium and Italy.

“At the moment, we do not have any studies based on real 5G signals and their effects on animals, the same goes for 4G, the problem is that we used all of these technologies without testing for bio-safety.” The existing guidelines are flawed, because they do not study non-thermal, carcinogenic or reprotoxic effects, “said Professor of Biochemistry and Medicine Martin Pall (Washington State University, USA).

Dr. Marc Arazi, President of the PhoneGate Alert Association, educates consumers about deception and general concealment of the actual levels of physical cell phone radiation: “What should we think about the launch of the new 5G phones? We can no longer trust the cell phone manufacturers who knowingly exposed to far greater levels of radiation than the statutory limits set by health risks would have allowed. ”

Maurizio Martucci, of Stop5G European Alliance, says: “We are mobilizing against 5G because the population has been forced to vote for 5G, 40 municipalities in Italy have already voted for a 5G moratorium and on 7 October a national moratorium is under discussion in Italy. The European Alliance Stop5G calls for an international moratorium as long as no more thorough scientific studies are available. ”

Paris (AFP)

Several NGOs on Wednesday called for a moratorium on the deployment of 5G, fearing risks to health but also consequences “out of control” on the society of this technology expected as a revolution in mobile telephony.

Delivering vast amounts of data much faster than today’s mobile phones, 5G promises the development of futuristic technologies, autonomous cars, remote surgery, automated plants and connected objects.

But it will “rock the planet and society in a world with consequences out of control”, denounce Acting for the Environment, Priartém-Electrosensibles France and other NGOs.

“The technologies of wireless communication and digital already have impacts that are not virtual: risks to physical and mental health, hyperconnection in the world of work and among young people, soils, landscapes and ecosystems impacted, bill growing energy, waste of resources, big data risks on liberties, the weight of lobbies on science and public policies … “, they note, believing that 5G will lead inevitably to aggravate this state of affairs.

They thus call for a moratorium on the deployment of the network and the organization of a public debate beforehand: “Develop a program that will durably modify the electromagnetic environment of the planet, man-machine interactions and the overall functioning of our society, can not be imagined without deep reflection and citizen debate “.

“For the moment this project has not been submitted to the citizens at all,” said Sophie Pelletier, president of Priartem.

“We see parading every 6 to 10 years new technologies that are accompanied each time by an increase in exposure (waves) while ANSES recommends a reduction in exposure,” she said to AFP.

As for electrosensitives devices which ensure that they suffer from disturbances due to waves and electromagnetic fields, ANSES had in 2018 acknowledged the existence of their suffering, while stressing that there was no evidence of a link between exposure to waves and this controversial syndrome.

The procedure for assigning 5G frequencies to telecom operators was officially launched on July 15th. France is hoping for a first commercial roll-out in a few major cities by the end of 2020 and coverage of two-thirds of the population by 2026.
