<p class="wp-block-paragraph" style="font-size:14px">The GSMA called on regulators across the globe to boost mid-band spectrum availability, cautioning without additional allocations meeting United Nations (UN) internet speed targets could cost billions of dollars more per city and have a higher carbon footprint.</p>



<p class="wp-block-paragraph" style="font-size:14px">A study commissioned by the organisation and undertaken by Coleago Consulting estimated the total cost of 5G deployments per city would jump by between $782 million and $5.8 billion for areas where there was a deficit of 800MHz to 1000MHz spectrum.</p>



<p class="wp-block-paragraph" style="font-size:14px">Additional fees come from the increased number of base stations needed and related overheads. In some areas, the GSMA noted, it would be impossible to meet “the full potential of 5G” without additional spectrum assets.</p>



<p class="wp-block-paragraph" style="font-size:14px">It warned the industry needed an average of 2GHz of mid-band spectrum per city to meet data speed requirements mandated by the UN’s International Telecommunications Union’s 2030 deadline.</p>



<p class="wp-block-paragraph" style="font-size:14px">The target is to provide reliable end-user download speeds of 100Mb/s and 50Mb/s upload speeds, assessed on population density metrics. However, it excludes some cities with large numbers of commuters or tourists.</p>



<p class="wp-block-paragraph" style="font-size:14px">The GSMA noted to meet targets, mobile operators needed access to spectrum in harmonised bands citing 3.5GHz, 4.8GHz and 6GHz.</p>

<p class="wp-block-paragraph" style="font-size:14px"><strong>DSA: Protect EU citizens and Restore Trust Online</strong></p>



<p class="wp-block-paragraph" style="font-size:14px">The Digital Services Act has the potential to restore citizens’ trust online and become a steppingstone to protect EU citizens by requiring that all service providers – regardless of their place of establishment – abide to certain standards if they want to offer their content, goods or services within the European Union.</p>



<p class="wp-block-paragraph" style="font-size:14px">In this context, we welcome the Commission’s recognition that some digital actors have an increased responsibility to keep digital services free from illegal material and ensure that the Rule of Law is respected online with the same rigour as it is offline. We believe it is possible to achieve this goal while respecting internet freedoms and protecting the basic principles enshrined in the eCommerce Directive (i.e., country of origin; limited liability for online intermediaries; prohibition of general monitoring obligations).</p>



<p class="wp-block-paragraph" style="font-size:14px"><strong>DMA: Better Digital Markets that Deliver for Citizens</strong></p>



<p class="wp-block-paragraph" style="font-size:14px">The Digital Markets Act is an important starting point to build competitive, fairer and more innovative digital markets, by mitigating the imbalance of power between a few large gatekeeping platforms and their users and competitors. The set-up of a swift and flexible intervention mechanism is essential to tackle entrenched dominance where competition law failed to ensure competitive digital markets.</p>



<p class="wp-block-paragraph" style="font-size:14px">The European telecoms industry shares the Commission’s concerns about anticompetitive conducts by a few large digital players acting as gatekeepers, which stifle opportunities for competitors and ultimately have a chilling effect on consumers and innovation. We look forward for the DMA to put forth a bold ex-ante regulatory framework for digital markets, along with a review of the competition policy toolbox to face the changing dynamics of the digital economy.</p>



<p class="wp-block-paragraph" style="font-size:14px">An ambitious DMA has the potential to lead the way, globally, in defining better market dynamics in the field of digital services, including cloud, operating systems, app stores, search and many other crucial tools. Ultimately, we can create competitive and innovative markets that deliver superior results for citizens in Europe and worldwide.</p>

<p class="wp-block-paragraph"><strong>9.1 EMF</strong><br>Equipment manufacturers like Ericsson and Nokia have provided demonstrations on the basis of the IEC 62232/62669 work that led to the new methodology for AAS and mMIMO. These simulations included 6min averaging before the updated ICNIRP guidelines were published and we would expect that can be easily extended to 30min per the ICNIRP’20 guidelines.</p>



<p class="wp-block-paragraph" style="font-size:14px"><strong>5G EMF Measurement</strong></p>



<p class="wp-block-paragraph" style="font-size:14px">The GSMA believes that a European-wide measuring campaign with sufficient incentives and specific cases, designed and suggested by a European body could be a good opportunity to assuage the doubts on 5G operations. Conditional, of course, on a framework of techniques, costs and communication that is discussed and approved.<br>An alternative would be to take dedicated measurements in typical scenarios, focusing on massive-mimo and realistic output power levels.</p>



<p class="wp-block-paragraph" style="font-size:14px">Possible measurements include those based on the<br>following examples:<br>• UK &#8211; measurements are conducted annually by Ofcom with the 5G measurements being made public.<br>• Italy &#8211; measurements are done by Regional Environmental Agencies, where they are doing a lot of measurements close to 5G sites with some results published.</p>



<p class="wp-block-paragraph" style="font-size:14px"><strong>New ICNIRP Guidelines</strong><br>For the first time in 20 years, ICNIRP has  updated the international safety guidelines for electromagnetic field exposure (EMF) from smartphones, mobile devices and network antennas. The sweeping review of research concluded that the health risk assessment is unchanged and only small adjustments were made.<br>The review found no established health risks to anyone, including children, using mobile phones or living near base stations.</p>



<p class="wp-block-paragraph" style="font-size:14px">After a proper review by SCHEER and other EU Scientific Committees an update of the EC Recommendation on the limitation of exposure of the general public to electromagnetic fields (1999/519/EC) should be driven forward. Member States should review and align their policies along science-based limits.</p>

<p class="wp-block-paragraph" style="font-size:14px"><a href="https://www.sdxcentral.com/directory/att/">AT&amp;T</a>&nbsp;caught the tail end of the green echo reverberating throughout the tech industry this week, announcing a new commitment to be carbon neutral across its entire global operations by 2035.</p>



<p class="wp-block-paragraph" style="font-size:14px">To get there, the company plans to focus on six targets. By virtualizing network functions the operator says it will eliminate areas of energy-intensive network equipment and in turn rely on low-cost, energy-efficient hardware. It’s transitioning to a low-emissions fleet, optimizing routes, switching to hybrid vehicles, and reducing the overall size with a goal of decarbonizing its fleet. And the operator said it will accelerate its energy efficiency and network optimization efforts; expand its efforts to drive sustainable feature film and TV production; support the renewable energy marketplace; and invest in carbon offsets.&nbsp;</p>



<p class="wp-block-paragraph" style="font-size:14px">In addition to its mitigation commitment to reach carbon neutrality, AT&amp;T is also stepping up its efforts to be more resilient to the impacts of climate change by expanding the scope of its <a rel="noreferrer noopener" href="https://about.att.com/newsroom/2019/climate_resiliency_community_challenge.html" target="_blank">Climate Change Analysis Tool</a> (CCAT) tool to cover the entire contiguous U.S.</p>

<p class="wp-block-paragraph" style="font-size:14px">AT&amp;T’s moves come at the end of what has been a steady flow of green announcements this week.</p>



<p class="wp-block-paragraph" style="font-size:14px">The global mobile industry united earlier this year under industry trade group GSMA to take collaborative action in tackling climate change with the release of the&nbsp;<a href="https://www.sdxcentral.com/articles/news/att-verizon-t-mobile-tied-to-gsma-net-zero-emission-pact/2020/02/">Science-Based Target&nbsp;</a>(SBT) to reduce greenhouse gas emissions across the telecommunications industry.&nbsp;AT&amp;T,&nbsp;<a href="https://www.sdxcentral.com/directory/verizon/">Verizon</a>,&nbsp;<a href="https://www.sdxcentral.com/directory/t-mobile/">T-Mobile</a>, and 27 other mobile operators from around the world jumped on board with SBTs to reduce emissions trajectories for mobile, fixed, and data center operators; curb the risks and effects of climate change; and ultimately help companies reach the ambitious Paris Agreement goal of limiting global warming.</p>

The adoption of 5G and expanded use of features such as the use of millimetre wave (mmWave) spectrum and small cells has resulted in heightened media discussion, and some misinformation.</p>



<p class="has-normal-font-size wp-block-paragraph">This booklet provides an introduction to 5G technology, an explanation as to how 5G networks operate, and provides an overview of the international safety guidelines for the levels of EMF exposure.</p>

<p><em>International Treaty Conference Identifies Spectrum to Make Innovative 5G Services </em><em>a Reality for Consumers and Industry Globally</em></p>
<p><strong>London</strong>: The GSMA today welcomed the international spectrum treaty adopted by the World Radiocommunication Conference 2019 (WRC-19), which will unlock the potential for game-changing 5G services around the world. The conference, which has just concluded in Sharm el-Sheikh, Egypt, has identified much-needed spectrum for a broad range of new ultra-high-speed and ultra-low latency consumer, business and government services.</p>
<p>Innovative 5G services that rely on the almost instantaneous delivery of large amounts of data are now possible through the identification of millimetre wave frequencies in the 26 GHz, 40 GHz and 66 GHz ranges. These include virtual and augmented reality applications, remote control of industrial robots, autonomous vehicles, as well as entertainment services, such as downloading 4K movies in seconds.</p>
