In this webinar, Rodney Croft, Chairman of the International Commission on Non-Ionizing Radiation Protection (ICNIRP) will talk about “ICNIRP, 5G, Guidelines and Health”. His presentation will provide a background to ICNIRP and its radiofrequency EMF guidelines, with a particular focus on issues pertinent to 5G. It will cover this topic both from the perspective of the intention and adequacy of the guidelines to provide protection, as well as through consideration of how the guidelines deal with issues that are commonly raised by anti-5G activists.

Afterwards, Emilie Van Deventere, head of the World Health Organisation’s EMF project, will detail the WHO’s approach to electromagnetic waves and what member countries are doing.

Finally, Joe Wiart, head of the Modeling, Characterization and Control of Electromagnetic Wave Exposure 5C2M) Chair held by Télécom Paris, will talk about issues related to the quantification of exposure to electromagnetic waves and will outline the challenges related to 5G.

SEPTEMBER 21, 2020

A group of over 50 of the largest European tech and industrial firms have criticized EU members for lagging behind other countries in the rollout of 5G networks, calling for urgent measures before it is too late to close the gap.

The latest analysis by the European Round Table for Industry (ERT), released recently, shows that the 27-nation bloc’s progress on the development of the next-generation networks is too slow, compared to other parts of the world, especially South Korea, Switzerland and China.

“Concern is growing that Europe is far behind other world regions, in spite of being home to two globally leading mobile infrastructure companies,” the report read.

The ERT outlined setbacks in both commercialization and infrastructure deployment. According to its data, more than half of the EU member states have not yet launched 5G commercial services, while the EU countries as a whole have fewer than ten 5G base stations per million citizens. The report added there were “equally poor” rates of upgrading 4G infrastructure to 5G.

To put this in perspective, South Korea had around 1,500 5G towers per million last year. China previously announced plans to install an additional 600,000 5G base stations by the end of the year.

The monograph “Mobile phone and health” has been published, author Yuri Borisovich Zubarev, corresponding member of the Russian Academy of Sciences, Doctor of Technical Sciences, member of the RNKZNI

Monograph by Corresponding Member of RAS Yu.B. Zubarev is a special edition because of the author’s unique scientific and practical experience, which allows him to comprehensively consider the topic. Yuri Borisovich is well known to specialists in the field of radiobiology and hygiene of non-ionizing radiation, since it was he who ordered the sanitary standards for radio frequencies that were published in 1984 and 2003. It is these SanPiNs that today determine approaches to the electromagnetic safety of cellular communications and other radio transmission facilities.

But, first of all, Corresponding Member of the Russian Academy of Sciences Yu.B. Zubarev is known in the telecommunications industry – as the deputy minister of communications in charge of science in the industry, and as the director of the Radio Research Institute. He stood at the origins of the creation of federal mobile communication systems for general and special purposes, for which he was awarded the high award of the Government of the Russian Federation.

The monograph analyzes the application of the electromagnetic field in radio communications, in particular in mobile communications. The author examines the history of the development of sanitary standards for radio frequencies in our country, analyzing the issue from the point of view of the state customer of these SanPiN. Yuri Borisovich notes an important feature of the procedure for developing the maximum permissible levels of radio frequencies – under his leadership, the creation of sanitary standards preceded the development of fundamentally new radio transmitting means or went in parallel with the creation of new technology. The State Program for the Study of the Bioeffects of Radio Frequencies, adopted in 1984, made it possible to conduct biomedical research with promising modulation methods and a method for organizing complex electromagnetic signals, which provided a scientific groundwork that is relevant even for analyzing the biological effects of a 5G signal.

A significant section of the book is devoted to the prospects for the development of mobile communications. The opinion of Yuri Borisovich, as the ideologist of the scientific and technical foundations of this popular technology, is extremely important for understanding the possible consequences of electromagnetic pollution for the health of the population of our country, and also allows you to analyze and choose the optimal measures to create a healthy environment. Special attention of Yu.B. Zubarev pays attention to methods of protecting children and pregnant women, believing that their health is a task of state importance in the Russian Federation.

The monograph was reviewed by the founding member of the RNKZNI, Doctor of Medical Sciences, Professor Yu.P. Paltsev and Doctor of Technical Sciences E.P. Arzumyan, Chief Researcher, MNITI CJSC.

The publication can be ordered from the author, contact through the Scientific Secretary of the RNKZNI V.A. Alekseev or through the postgraduate department of CJSC “MNITI”

A federal judge says Berkeley cannot require cell-phone retailers to warn customers about possible radiation dangers from holding phones close to their bodies, a ruling based on the Federal Communications Commission’s assessment that the warnings are unneeded and would hurt business.

Courts had previously rejected arguments that the Berkeley ordinance, which took effect in 2016, violated cell-phone companies’ freedom of speech by requiring them to post a message with which they disagreed. But the outcome changed after the FCC, whose members were appointed by President Trump, filed arguments supporting the industry’s challenge to the ordinance.

In a ruling Thursday, U.S. District Judge Edward Chen of San Francisco deferred to the commission’s conclusion that Berkeley’s law would harm the public by promoting unwarranted fears about cell-phone radiation.

“The FCC is tasked with balancing the competing objectives of ensuring public health and safety and promoting the development and growth of the telecommunications network and related services,” Chen said. He said the commission “could properly conclude” that the ordinance “over warns” consumers, and that Berkeley was interfering with federal oversight of the industry.

Leszczynski:

… this blog is long so, please be patient and read to the end…

Yesterday, I have written, yet again and as for the last nearly 20 years, that ICNIRP is a private club. Its new members are selected by the current members. There are no published criteria for the selection of new members. Nobody checks whether the selected experts are sufficiently good experts.

There is no responsibility, before nobody, for what and how ICNIRP does.

What if time will show that ICNIRP review of science was incorrect? Nothing, at least to ICNIRP members… but it could be a big problem for the telecom industry and us, the users.

On the contrary to claims by ICNIRP and by telecoms, it is difficult to believe that the telecoms do not influence who will be elected to ICNIRP Main Commission and don’t influence how the scientific evidence is interpreted by ICNIRP.

It is logically certain that some kind of lobbying happens.

Thinking otherwise is illogical. Just imagine the multi-billion-worth telecom industry to meekly wait for what ICNIRP does. It would be completely irresponsible for the telecom bosses. They need to be certain that ICNIRP guidelines are designed as necessary to continue business as usual.

With the “new” guidelines, ICNIRP gave carte blanche to the telecom industry.

The initiative is financed by the Swiss Telecommunications Association (asut) and its members, which include telecom firms Sunrise, Swisscom, Cellnex, as well as Ericsson and Huawei.

The purpose of the website is to to engage in discussions with the general public about any technical, scientific and health concerns.

The organisers of the “CHANCE5G” platform claim that the development of 5G is being held back, both politically and within society, due to false conclusions and a lack of knowledge about the technology. It wants to improve dialogue around 5G and demonstrate the advantages of the technology via specific applications.

Dozens of local councils want the government to coordinate the information around the national rollout of 5G telecom, a survey conducted by public broadcaster NOS in the run-up to the first auction of the frequencies on June 29 has shown. Local councils play an important part in the rollout because they have to provide information and are also a party in the negotiations with telecom providers about the locations of new masts. Some people are concerned about the possible harmful effects of 5G radiation on health, and in September hundreds took to the streets of The Hague in protest. Several people have been arrested for arson attacks on telecom masts, while a court case to stop the rollout proved unsuccessful.

The role of the GSMA:

•The GSMA represents the mobile industry to governments and institutions where it advocates policy and regulatory positions on behalf of its members. Its stated goals in this area is to ensure that mobile telecoms “policy and regulatory frameworks are fair, flexible and future-proof”; that radio spectrum is made available for mobile services “in a timely and fair manner”; and to promote the use of mobile services in emerging markets.

•As part of its Industry Purpose programme, the GSMA is supporting the United Nations’ Sustainable Development Goals

•The GSMA represents the interests of mobile operators worldwide, uniting more than 750 operators with almost 400 companies in the broader mobile ecosystem, including handset and device makers, software companies, equipment providers and internet companies, as well as organisations in adjacent industry sectors. https://www.gsma.com/aboutus/foundation

5G, EMF Exposure and Safety – a document by the GSMA, May 2020 https://www.gsma.com/publicpolicy/wp-content/uploads/2020/05/GSMA_5G_EMF_Exposure_and_Safety_05_20.pdf

Excerpt: The debate on health concerns related to Electromagnetic Field (EMF) exposure has been ongoing through every generation of mobile technology. The adoption of 5G and expanded use of features such as the use of millimetre wave (mmWave) spectrum and small cells has resulted in heightened media discussion, and some misinformation.

This booklet provides an introduction to 5G technology, an explanation as to how 5G networks operate, and provides an overview of the international safety guidelines for the levels of EMF exposure.

Misinformation around the safety of 5G technology has also gained media traction. Providing answers to some common questions, the Frequently Asked Questions section addresses issues in respect to 5G, public health and the environment.
