A moratorium on the deployment of 5G technology in Bermuda has been lifted by the Regulatory Authority.

It paves the way for telecom companies with the appropriate licence to roll-out Fifth Generation wireless technology, which allows for faster data speeds than 4G networks used on the island today.

However, 5G technology has attracted debate, with concerns being raised about alleged health impacts from its use of higher frequency microwaves than previous mobile networks.

The RA last year put a moratorium on the deployment of the technology and launched a public consultation.

It has now conducted what it said was an “extensive review process”, which included a report from an independent advisory panel.

In the report, the panel concluded that radiation safety science did not support the view that 5G will be harmful to people, or to flora or fauna. The panel recommended the lifting of the moratorium on 5G roll-out.

The safety standards, in respect of human exposure to radio frequency electromagnetic fields, are those published by the Institute of Electrical and Electronic Engineers, or the International Commission on Non-Ionizing Radiation Protection.

The Regulatory Authority of Bermuda said they will “mandate a temporary moratorium on the deployment of 5G” pending the completion of a study and the issuance of a final determination.

A spokesperson said, “In acknowledgement of the various concerns raised about the deployment of 5G mobile technology [5G], the RA will mandate a temporary moratorium on the deployment of 5G for all ICOL & COL holders, [existing and new licencees], pending the completion of a Radio Frequency Study [RF Study] and the issuance of a final determination.

“As previously stated, the RF Study will include the opportunity for the public to provide their input to the RA prior to making its final determination.”

Bermuda puts brakes on 5G, licences new operators

The Regulatory Authority of Bermuda issued licences to two new operators and temporarily banned deployment of 5G services pending the result of a probe into the technology.

In a statement, the regulator said Wave Bermuda and Paradise Mobile had been awarded Integrated Communication Licences allowing them to “establish, construct and operate one or more electronic communication networks”.

It also issued a separate licence to Cable & Wireless Network Services to provide connectivity to the island through submarine cables.

Bermuda, which has a population of less than 65,000 based on UN estimates, is already served by operator group Digicel and ATN International-owned One Communications. GSMA Intelligence estimates for Q2 placed their respective connection numbers at around 36,000 and 41,000.
